EBT Online Purchasing Pilot Program

In 2017, the United States Department of Agriculture (USDA) announced a pilot program for online EBT purchases.

The program allows EBT Cardholders to purchase groceries online for delivery or pick-up.

The first state to actually launch an online EBT program was New York, starting in 2019.

Tennessee was added to the pilot in June 2020.

If you have a Tennessee EBT card, you can now purchase groceries online at Target for Order Pickup, Drive Up, and Same Day Delivery with Shipt.

Best of all, there is no minimum fee or subscription required.

You can only use your EBT card to buy eligible grocery items. You will have to add a credit or debit card to pay for non-EBT-eligible items.

In addition, you cannot use your food stamps dollars to pay for delivery.

How to Use Tennessee EBT Online at Target

Target offers online grocery purchases with EBT for Order Pickup, Drive Up, and Same Day Delivery with Shipt.

Here’s how it works:

To order groceries online through Target with EBT, visit the Target website or download the Target app through the Apple Store or Google play.

Next, follow the steps below to order

Step 1  – Sign in

Sign into your account or create a new one by clicking the “Sign in” link.

Step 2 – Enter your EBT information

Add your Tennessee EBT Card number as a new card under “Payments.” Here’s how:

  • Select ”Add payment card
  • Select payment card type ”EBT card
  • Add your EBT card. Enter your EBT card number and optionally select it as the default payment. SNAP EBT balance will be applied to SNAP-eligible items.
  • Select ”Save“.

Step 3 – Build your Cart and Checkout

You can order SNAP/non-SNAP items together & combine payment methods at checkout.

At checkout, Select EBT as the payment method and enter your PIN number and select “Confirm“.

Also, before you checkout, you will be able to edit the amount applied to the SNAP EBT payment if needed prior to selecting ”Place your order“.

If you have non-SNAP items in your cart, you can add a second payment type to pay for those items, any fees, and delivery charges.

Note: You cannot use your SNAP EBT card to pay for Delivery charges.

Step 4 – Place your order

Once you pay for your order, select ”Place your order” to complete the transaction.

You will receive an order confirmation via email with all the details of your order and confirm delivery or pickup details.

Does Target Also Accept EBT Through Instacart?

No, unfortunately, Target does not accept SNAP EBT through Instacart.

Can I buy Vitamins and Supplements with Tennessee SNAP EBT?

Here’s what you need to know: The eligibility of vitamins and supplements, power bars, energy drinks, and other branded products, the primary deterrent is the label chosen by the manufacturer to conform to FDA guidelines:

  • Items that carry a nutrition facts label are eligible foods
  • Items that carry a supplement facts label are classified by the FDA as supplements and are therefore NOT eligible

If you are still confused about what is eligible and not eligible under SNAP rules, here is a simple way to look at it:

Generally, items that are not eligible include:

  • Food products that contain alcohol or tobacco products
  • Items that are not intended for human consumption (e.g., paper products, pet foods, etc.)

  • Vitamins and supplements

Have Summer 2022 P-EBT Benefits been issued Already?

Yes. The Department of Humans Service (DHS) began distributing Summer 2022 P-EBT to eligible children at the end of September 2022.

So far, about $312 million in Summer P-EBT benefits were sent to 648,250 Tennessee school children and 149,372 children under 6 in childcare.

Who is Eligible for Summer 2022 P-EBT

Students who received free or reduced-price school meals during the 2021-22 school year through the National School Lunch Program (NSLP) and children under 6 living in a SNAP household receive $391 per eligible child.

If your eligible child did not receive benefits, check the P-EBT Parent Portal.

However, if you don’t see your child’s benefits listed in the Parent Portal, please call the DHS P-EBT Hotline at 833-419-3210.
